My Steam downloads are limited to around 11-12 MBps and used to be higher than that. I've checked all the usual solutions from online searches, but nothing helps. What's unusual is that my network usage in Task Manager is about 90 MBps for Steam. I could show pictures if you want, but I can't right now. Is this variation normal?

Stem indicates the network utilization of your Task Manager in mega bits per second. The approximate ratio is about 8:1. Multiplying 11 megaBytes by 8 gives 88, which equals roughly 90 megabits.
