The components include an Intel i5 4570 at 3.2GHz, 4GB RAM (planned upgrades to 8 or 16), and an RX 460 GPU with 4GB VRAM. What are your thoughts?

Absolutely, the extra 8GB of RAM will help a lot. You should be just fine running at 1080p with medium settings.

You should install 16GB of RAM for BF1. It tends to consume around 8GB on your system.

At moderate levels, around 60, some frames may drop. At maximum, it won't happen.

This should work smoothly at 60 frames per second, though you shouldn't see any issues with medium settings.

You might find your CPU much stronger than your GPU, so consider getting an RX 470 with 4GB RAM if you manage to save a bit more time.
