I recently switched from an i5 9400 to a Ryzen 7 2700X and RX 5600X, just updating the CPU and motherboard. When I open GTA V or Five M, my graphics card isn’t being used effectively and I’m seeing slower performance than before. My GPU and CPU aren’t reaching their full potential either, so I’m unsure what’s causing this issue. The specs are: Ryzen 7 2700X X2 16 3200 RAM, MSI RX 5600X, MECO OC, 750W power, MSI B450 Carbon, max Wi-Fi.

Sure, I understand. The cap is set at 62, but sometimes it drops below 55 after uncapping. Also, you have free sync enabled. Is this causing any problems?
This restricts total GPU usage, especially for uncapped FPS. The minor CPU speed adjustments between cores are less impactful. Keep in mind, GTAV won't run on all cores, and single-core performance is more important. The 9th Gen Intel should probably deliver similar or higher frames than a 2700x, given only four cores are active or fewer in the game.
Verify your CPU activity across every core and thread. Also, don’t act like you’re getting a boost—this was a step back, not an improvement. The Intel processor performs better for gaming, so you won’t see significant gains, particularly in games with low multi-threading like GTA.
