I successfully played GTA V online even on an I5-3470 processor with just 1X8GB RAM and no dedicated GPU, using Intel HD Family Graphics. At the lowest settings, I averaged around 15-20 frames per second, working at 800x600 resolution with a 50% scale. Sometimes it dropped to about 1 FPS in busy lobbies, but I stayed above 20 FPS in single-player. If you don’t mind playing at very low resolution, you should be okay. For better performance, consider upgrading to a used RX 570 or similar.
Technically yes, though it won't be a great experience overall. The G4560 performs adequately for its price (a budget dual-core), but the GT 710 falls short. As @_d0nut noted, a used RX 570 would be much better.
