Idk if this is dumb question to ask but im not sure why my ryzen 3 1200 is maxing out at 40W when amd specs on site say its 65W. btw 40W ceiling is while running Aida64 if that helps resolve the issue.

TDP indicates the maximum power consumption in watts, not the actual CPU speed. Running at 40W is typical, and you can push it higher for more performance, though gains are usually subtle.
