I think PiHole enables you to operate a DHCP server. You also gain content filtering capabilities. It works on a Raspberry Pi.

they perform a remote connection then navigate to an ISP-only section on the router to complete the pass-through. If the information doesn’t align with the partners they decline and end the call. They’re rude, but the only ISP nearby is mine.
