Don't fret about the idle clock; aim for lower usage to reduce your electricity costs. Focus on monitoring the load clock instead.

The reference or bus frequency isn't considered for idle performance. I think 800mhz is the minimum P-state for a 5900X chip.

With Intel CPUs, the clock data shown by HWiNFO makes sense only if all cores are operating at 100%. If any core isn’t fully loaded, the reported MHz values may be significantly lower than the CPU’s real performance. This seems to match what you observed in your screenshot. On Windows 11 with an Intel processor, you must turn off virtualization tools so monitoring programs can reach all CPU registers. If virtualization is active, CPU timers might not be visible. I’m uncertain if the same problem exists with AMD processors. For Intel, features like Hyper-V, VM Platform, Windows Hypervisor Platform, Windows Subsystem for Linux, Android support, and Windows Core Isolation must be disabled to ensure full access. When monitoring lacks complete access, the data it provides could be inaccurate or misleading.

They fluctuate too quickly to measure directly. The reported value is an average during the sampling time, with sleep assumed at zero frequency.
