I've noticed my new PSU (Rosewill Hive 650s) is making a lot of noise—over 50dB when idle and even louder during gaming. It powers down completely when I block the fan so it reaches full capacity. The rest of the system runs smoothly, temperatures stay under control. I've heard mixed reviews about Rosewill's build quality, but a loud fan seems manageable. Could this affect performance or if replacement is necessary? Overall, the PC works fine otherwise and everything else is quiet.

Your setup has a faulty power supply unit from the start. A regulated power supply isn't suggested for systems that include a new graphics card.
