Does this occur during idle, under full load, or both? What value does IccMax reach? It can be configured in several CPU locations. If Intel XTU restricts higher settings, consider using ThrottleStop. In the ThrottleStop FIVR window, there are distinct IccMax options for Core and Cache. Within the TPL window, attempt to raise the PP0 Current Limit if it remains locked. Review the Limit Reasons window to identify any red entries.
