You might notice a noticeable FPS boost on the 760 and i73820. The GTX 1060 with an i7-3820 seems like a solid match, offering great performance.

The would be a great pair, the card would be a really good jump, to be honest though, if you can afford it I would go with a gtx 1070 or 1070 ti that would be the best jump you could make.

Do a test at regular graphics quality, disable VSync and check the FPS. Then lower everything to the minimum settings. If FPS improves it’s a GPU issue; if nothing changes it’s a CPU problem.
