I own a Tomahawk b450 and recently upgraded my CPU from a 2700x to a 5800x3d. I also updated my GTX 2070 to an RX 5800XT. Benchmark tests indicate my system ranks in the bottom 28% of comparable PCs. Here’s the link for reference: https://www.3dmark.com/spy/54527570
I’m unfamiliar with overclocking, but it seems my setup might be underperforming in 3DMark since many users report similar results.
My components include: MSI Tomahawk b450, MSI MPG A850G, AMD Ryzen™ 7 5800X3D, XFX Speedster SWFT210 Radeon RX 7800XT, and a Crucial P3 Plus 2TB PCIe Gen4 SSD with up to 5000MB/s.

Is the memory running at 4000? If yes, it might actually slow things down because the speed of memory compared to the CPU's infinity fabric isn't ideal. For best results, aim for no faster than 3600 with C16. You don't need to change your memory setup, but lowering the speeds could help performance.
Update - I've been tinkering with ram speed settings and Resize Bar all day, and have only managed to make my PC run worse on 3dmark.
My ram is currently set to 3200hz with A-XMP OC mode off. I tested with resize bar on and off, and with various ram speed settings with A-XMP OC on. Honestly, I couldn't get my pc to be stable past 3200hz, perhaps due to my MOBO supporting the following ram speeds:
Supports 1866/ 2133/ 2400/ 2667Mhz (by JEDEC)
Supports 2667/ 2800/ 2933/ 3000/ 3066/ 3200/ 3466 MHz (by A-XMP OC MODE)
Honestly, I'm very much considering now just buying an ASUS B550-F ROG Strix so that I don't have to mess with OC settings, as that mobo natively has PCIE 4.0 and supports up to 4400MHz in OC mode. My temps in my most recent 3dmark test showed and AVG GPU temp of 60c, with an AVG CPU temp of 71c, which I don't think is too crazy.

The board upgrade includes some improvements, but running the memory at 4000 is really not worth it. Please share a link to the memory you have. If it's the one you found, the timing isn't ideal. I don’t understand anything about RAM speeds, my mind jumps to large figures and gets excited. I’m also hoping the new PCIe slots will slightly boost my GPU or CPU performance, since my current motherboard uses PCIe 3. Another M.2 slot sounds appealing. My thinking is based on benchmarks that place me in the lower 32 to 18% range of my setup, which frustrates me because I wonder if the older components might be limiting the latest, pricier parts.
