it was a common problem with seasonic and 3000 series cards, particularly in focus models. i don't require "references" for that. they claimed it got fixed in later updates, but from my perspective it didn't. it's also not considered top-tier, and the ranking lists are usually unreliable. swapping the PSU wouldn't hurt, and amazon is available if needed. if it doesn't resolve the issue, they can simply return the new PSU. honestly, it seems like there might still be a problem, though we're unsure if it's related to RAM. ps: i'm not just suggesting another PSU—this was actually what you asked for... lol. corsair, bequiet, superflower, segotep would be my top picks before anything else.
indeed its possible another psu would lower or eliminate coil whine, however there's no guarantee for that, it could possibly make it worse too! another thing to consider, my gpu has some rather loud coil whine sometimes, also worse with the corsair than the bequiet psu btw, but really the way these things work, it gets better over time. you have to "drive in" a gpu so to say, mine took about 2 years... so. i almost never get coil whine now, only in very specific situations, or above like 400 fps...
