You might surpass 1.4V, but you could run into heat issues then. If reaching 4.7GHz needs a boost over 25mV past 4.6GHz at 1.375V, I don't believe it's worth the effort.
Yeah, I managed to keep it stable around 1.47 volts at about 50c during idle, so I'll steer clear of that.
