with new processors typically as long as it isn't thermal throttling you're in the clear. 75c doesn't sound that bad for a 9th gen chip, I would personally expect an i3 to be cooler than that but I don't know what your cooler is, how your case airflow is laid out etc plus I don't know if you mean core temperature or package temp
