Now that Halo Wars is available on PC, it's the only console title I'd love to play. Are there any options to install it without purchasing a console, given my limited budget?

There isn't a fully functional Xbox 360 emulator available. Most people use versions for other platforms like the Nintendo DS, assuming the game is similar.
