Given the world record for CPU frequency is 9.1GHz, you didn't reach 9.5GHz. This issue is a recognized flaw in HWMonitor with contemporary CPUs, particularly frequent on Ryzen processors but also observed with Intel. Consider using HWInfo or Ryzen Master for accurate measurements.
