Ryzen Master allows you to push your CPU to its maximum turbo around 4.3-4.4 ghz with a voltage of 1.35. This ensures consistent performance at those settings. You can turn it off whenever needed. Running at stock speeds isn’t ideal because my R7 3700X only reaches about 4 ghz and 1.4 volts, which wastes power and the 1.4 voltage is too high for the chip. I think 1.35 is the optimal limit.
The benchmarks indicate minimal improvement when overclocking the r7 3700x, which is why many prefer running it at its default speed. You can't simply set it to 3.6 GHz unless you're using a different model or variant.
