I'm not entirely confident about what I should have done. I'm still trying to understand why I can't play most games I try, and they're consistently running at low FPS.

Are you using a desktop version of the RTX3050 or the mobile model? I recommended obtaining your drivers from this source.
Download the Most Recent Official NVIDIA Drivers
Get the newest official NVIDIA drivers to improve your PC gaming performance and speed up app execution.
www.nvidia.com
Then install them via an elevated command, such as right-clicking the installer and selecting Run as Administrator.
If the drivers were installed through Windows after connecting to the internet, use DDU to clear all GPU drivers in Safe Mode, followed by installing the latest drivers through that elevated command.

i'm not entirely clear about what desktop discrete is i just purchased a pre-built version and during some online research i came across someone suggesting to download the nvidia app and they mentioned downloading updated drivers, which made me think it might have changed things a bit so i did it. nothing really changed except it automatically sets certain games.

This indicates you're not using a laptop, so select the GeForce RTX 3000 series from the dropdown instead of the notebook option. If you're using Windows 11, you can obtain and install this driver.
