I don't really have the answer, but I think it would go through the same steps as the socket. For example, Ivy Bridge, Haswell, Devils Canyon, Skylake all use TIM Sandy Bridge, Sandy Bridge-E, Ivy Bridge-E, Haswell-E, regardless of whether they're Xeon or not. I'd expect a Skylake Xeon to be soldered if it's that model, while an Ivy Bridge-E Xeon would likely be soldered too.
