I posted it to the bios #2 where I set everything to default. Then I ended up in a shutdown loop, tried safe mode again which brought me back into Windows for about two minutes with the default settings, but it shut off again now. I'm really confused about what's happening.

It seems like the silicon in your CPU might have been harmed, causing it to show signs of activity but not function properly at normal speeds.

From the noises, it seems your CPU is working properly. If you can start up the system using fresh RAM, there might be an issue with the motherboard.

It seems using a different CPU might verify the situation. I could attempt to remove the motherboard, but I wouldn't be surprised if I can't because it's out of stock since the last time ASUS sold it—last March.

Successfully stabilized the system by activating XMP and lowering the CPU clock to 5.3 GHz with 4.0 cores and 4.0 cache. FPS drop remains negligible, which should keep performance stable until the 14900k release.
