I think he means the power button LED. While that's a common error reporting tool on prebuilts/OEM machines, it's not something I've seen on off the shelf motherboards.

The power LED is connected to the HDD LED, making it blink. Connect the power LED to its correct port and ensure your case has an HDD LED instead.
