Your brother's setup looks solid for the game. The VRAM requirement of 1GB is well within reach given his current specs, and the CPU and RAM should handle the demands. He’s already purchased the game, so upgrading isn’t necessary unless he wants extra performance. Everything seems fine!
It's possible to adjust the graphics quality to a low setting, but the game hasn't been officially released yet. Running it smoothly requires more than just 30 frames per second. At this stage, performance remains a significant challenge.
Record your test date as well. When using Windows 10 with DirectX 12, performance can vary at times.

The game has seen a significant upgrade since its release, though I still think performance depends heavily on system specs. Recently, I’ve managed 60fps with high settings, but it’s been a while—playing hasn’t been consistent for a couple of months. I’m hopeful the DX12 improvements will make a real difference.
