Likely used by a smoker with lots of smoke. Also, someone who prefers not to clean dust off. The aluminum fins look similar to this one, but they resist corrosion better.
It really resembles rust. I've purchased GPUs on eBay before they had a lot of rust on them, possibly due to being exposed in a very humid place or near the ocean. Try using a wet Q-tip to check if it comes off as just dirt—if not, then it's definitely a rusty GPU.
