Has anyone discovered a way to resolve this? I've experimented with several fixes but haven't found a permanent solution. Usually, my 6900 XT Toxic Xtreme runs at 500-800 MHz during gameplay, giving me around 90-140 FPS. I believe it could perform better if the GPU was fully utilized, but I'm not sure how to adjust that. I'm also wondering if anyone has found a real fix for this problem. I've tried a few methods without success.

Yes, I'm assuming you've set the resolution and visual options to their highest levels.

It doesn't function that way. If the game isn't utilizing your GPU fully: performance is constrained by CPU. Memory availability (speed or amount) matters. Engine optimization isn't up to date (Skyrim runs on a 10-year-old engine). Drivers are subpar (AMD is known for this). Your settings aren't set high enough.

It's a CPU-based game. Boosting GPU performance requires Reshade, ENB, or both. I employ both.

I was experimenting with those methods but received a warning that ENB isn't compatible with AMD GPUs, so I skipped that. Now I'm going to try Reshade instead, thanks!

ULPS is no longer relevant after GCN. It was only relevant for Crossfire apps. I've been using AMD GPUs for 15 years and am well aware of the driver issues. Avoid making personal attacks and assumptions—they only harm your reputation. Just keep enjoying your game.
