I've been checking eBay to see if I can find genuine PC game keys online. There are many results, with several sellers offering keys for titles like Battlefield 4 at significantly lower prices than the official site. Are these keys valid and will they actually function?

Yeah Ebay says you aren't supposed to buy them on there. I have bought several of them and I have had no issues up to this point. You do take a risk though because Ebay / Paypal wont help you if you get screwed because it is against TOS.
