I included a picture of your memory frequency on the CPU Z. You're using two 8GB sticks at 3000MHz, but the CPU Z only displays 21MHz. The BIOS is configured for XMP 3000. Someone can help clarify this issue.

That is an older version of CPU-Z, it's possible that it doesn't know how to read your CPU correctly. Try updating it and see if the issue is still there.
