Probable. I built a PC with the X570 Aorus Elite and 3600Mhz RAM, not using the QVL (TridentZ Neo), and it functioned perfectly immediately.

I've never examined QVL lists while picking memory, and it's always been satisfactory. This list contains only what the maker has verified functions properly. If something isn't listed, it doesn't automatically mean it won't work—it just means they haven't tested it. I've closely monitored a 3rd gen Ryzen for several months post-release and haven't noticed any issues with a particular RAM unless it was clearly faulty (requiring an RMA) or if it was pushed beyond its specifications.
