Unless the 2700X is notably more affordable than the 3600/X, the third generation is a superior option. It offers similar multi-core capabilities to the 2700X while providing significantly improved single-core performance.

Upgrading to 2x16 GB Corsair memory at 3200mhz should not significantly impact power consumption. It should perform well without causing excessive power draw.

It won't significantly change power output, you'll still be relying on just two RAM modules. This seems more reasonable compared to going for a 2700X upgrade.
