I thought it might be an office box because the motherboard isn't usable elsewhere. I discovered a page from Intel titled "4th Generation Intel® Core™ Processors with Intel® Q87 Chipset (Formerly Shark Bay Desktop)." My guess is any CPU listed should work, but please confirm if I'm incorrect.
I recommend checking eBay for options that match your chipset at the lowest cost. Possibilities include an i3-4330 or a Pentium G3420.
The most affordable processor available is a Celeron G1820, though it may not be very useful. An i3 4130 costs about $20-25 and works well for everyday tasks. Be cautious of T or S chips—they offer lower performance and slightly reduced speed. These tend to run slower, but an S i5 or i7 will have a more constrained turbo boost. The i7 running on Haswell still has a high tax rate, yet a locked i5 remains a solid choice with four cores and four threads, suitable for daily use and light games. An i5 4590 can often be found for around $40 if you search diligently on eBay; I purchased one paired with an RX580, which performed adequately.
