Yes, that's an Xbox 360 chat feature. I own one myself. Are you asking if it's possible to play PC games on it? Probably not—connecting the 360 controller to a PC isn't feasible, and chat functionality only works with games that support the 360 controller.

It doesn't function properly because it isn't part of the regular drivers, though there are ways to obtain drivers and software at http://www.videogameperfection.com/2013/...atpad-and/
