A comprehensive test suite by Kitguru features this useful guide: https://www.kitguru.net/components/cooli...ast/all/1/ It appears the 280mm water cooler isn't ideal for a 64-core CPU. Performance drops by up to 10% compared to other models in the suite, and running at 95°C feels quite hot over time. I suggest opting for a larger 360mm radiator with a big cold plate to fully cover the CPU. I hope your setup can accommodate something like that.
The RAM problem isn't there. Both the 3960X and 3990X share the identical memory controller. Plus, the motherboard usually plays a bigger role in memory compatibility than the RAM itself.
