Change Windows settings for anniversary update excluding creators.
You need to reformat Windows to a specific version you prefer. Last time you tried, it triggered an automatic update. For Windows 10 Anniversary Update 1607 Build 14393, follow the proper steps to set it up correctly.
The simplest option is to obtain an ISO or installation media. The commonly "illegal" approaches are acceptable as long as the product key is truly yours. My suggestion would be to download one of those... somehow... or stop by your nearby computer shop, which likely has many 1607 installs available without using any more. I’m sure my store does that too.
I already have the ISO, but the issue is that when I tried a different format earlier, I got the latest Windows update filled with bugs (the creators), and I don’t want that version. I don’t remember seeing an option to specify which Windows version to use.
After installation, you'll be prompted to confirm an update, which requires about 4GB of data. You can choose to ignore this step and continue by turning off automatic updates. This is the typical choice for many users.
After skipping, navigate to the windows settings, then go to system updates and security. Click on advanced options and turn on the pause updates feature. The device won't proceed with updates until you turn it off or after 35 days, at which point the issues should be resolved or you can restart the pausing.
