I think the new Windows feature is quite bothersome—these applications that you didn’t close before will automatically reopen when you start the system. Navigate to Settings > Accounts > Sign-in options and turn off the automatic setup feature. Disable previous apps from opening now. You might also press Alt-F4 at the desktop and use the options there to restart your computer instead. Additionally, visit Control Panel > Power Options > Change what the power buttons do and uncheck Fast Startup. Hope this assists?

Cortana > Notebook > Resume where I stopped. Turn it off, then click Save. Your most recent active apps won’t reopen after you restart your device.

Back in the day, simply close your apps and programs before powering off... it functions just fine. By the way, that's all clear.
