I've seen several Steam titles struggle with download speeds lately. On my 300Mbps connection from Virgin Media and Sky on 80Mbps, games like Killing Floor 2 and Ark Survival Evolved are really slow to load. Killing Floor 2 is particularly problematic—it often drops to near zero speed for about fifteen minutes each time I try to download it. However, once I start a new game install, it launches instantly and downloads smoothly at 95-100% throughout.

They don’t use Steam for updates; each has its own launcher system.

I experienced the same problem with my laptop, and the fix came from using a quicker SD card. Faster storage options are definitely worth considering. Regarding where you save your games, what method do you use?

Looking into an upgrade from a 1TB Western digital Blue. Only a handful of titles support this now, though I haven’t found many. Killing Floor 2 stands out as the least enjoyable among them.

This might stem from problems anywhere along the path from source to destination. I’m sure Steam uses backup servers. During downloads, you can’t be sure the server you’re using is reliable. You should also think about the routers you pass through to reach their servers. When your connection reconnects, it might take a different route and could end up on a different server than before. It’s difficult to foresee exactly how your link will behave, but turning it off and back on often helps.

The game files might be limited to certain servers or unavailable on your nearest Steam server, which could cause your download to go to another country. It's hard to determine the exact issue without more details.
