This forum page seems the best match I found. Internet sharing isn’t enabled, which is why it’s showing that some settings are restricted. It’s disappointing since you need phone internet outside home, but I couldn’t locate a solution in search results.

Thats a security setting managed by the domain you are joined to. Nothing you can do to get around that.

You receive this when you possess an OEM key. It's unclear if there are alternative methods available. I've encountered it before, and I was quite taken aback since it's an upgrade from the Win7 OEM System builder key.
