I'm not sure if the problem is related to hardware or software.
I just attempted the same, it functions with DVD (RW) but not with CD (RW). The popup changes entirely—just treats CD as a music format, even though I’m sure you can still use a CD like a hard drive unless you complete the session. Not sure about the exact dialog, but it looks different on Windows 10. Edit: it does show a format option now... Could you share a screenshot of the dialog before it changes format?
