Your case fan touching the CPU power cable seems normal. It shouldn't cause any issues as long as it's properly secured. Just make sure it's not causing any heat buildup or interference. If you're still unsure, double-check the connection and cables.

Make sure the cable stays outside the fan blades. Watch it closely to prevent it from moving in, and if it does, you should notice the noise immediately.
