I understand the 1070 comes from a friend and has been used before. The CPU (FX-8350) functions, machine boots, fans spin. Everything operates smoothly. The latest ROG monitor is working properly. I assembled the system and everything is functioning—peripherals light up, power button works, fan control works (old style okay), reset button responds. Yet I still can’t see the display. Even though the GTX1070FE lights up and the fan spins, there’s no unusual odor while running. I’ve tested every PCIe slot, all three display ports, and the HDMI port. (I don’t have a DVI cable.) Windows isn’t installed; only an empty SSD is connected. On my second try, peripherals stop lighting and the reset button fails. I’m quite puzzled. GA-(990XA-UD3-rev-1.1 with an FX-8350. Check the link provided to confirm compatibility. The AM3+ boards with FX support and UEFI are available on NVIDIA's site. The 1070 is also supported.

I'll remember that for tomorrow when I use a different card. The HDMI connection isn't working either, as you noted.
