I attempted to remove programs in Windows 11 using Apps and Uninstall, but Firefox remains listed as a default app. Nothing seems to be working properly despite the changes.

In the Start menu choose All apps. Scroll down until you locate Firefox. Right click on the icon and pick uninstall from the popup menu.
If Firefox is already uninstalled, set a different browser as your default app. It might be Windows just forgot to reset the defaults.
Edit - No. Have you checked the setup menu for Windows 11? It's the same hacked-together approach used since Windows 95. It's been modified over time to work with new hardware, but it remains essentially unchanged.
Windows 11 doesn't even remember the file explorer window size or folder options.
Microsoft has more pressing tasks than releasing complete operating systems.

Switch to customizing default app configurations. Locate the desired application within the standard app list and configure it as your primary browser option.
