Hi, I'm having trouble getting my BIOS to allow me to push my i5 6600k beyond 3.9 GHz. I've uploaded a video explaining the issue. Thanks, Andrew.

Here are my details:
- 1 DDR4 8 GB RAM
- 3 HDDs
- GTX 1050 Ti
- i5 6600k with Corsair water cooler
- Gigabyte GA-X150-PLUS WS board
- 600 Watt PSU from EVGA
I believe you're limited to 3.9ghz because Intel has restricted other 1151 socket Skylake boards besides the Z170 for overclocking.

I believe you're limited to 3.9ghz because Intel has closed the other 1151 socket Skylake boards, except for the Z170, which allows overclocking.

If I use a Z170 board, will I need to reinstall my operating system?

Yes, and the drivers too. You might also consider using a Z270 board since Kabylake supports Skylake CPUs as well.
