It seems like the issue is still related to the VRMs, probably harmed by overclocking. There’s no other clear explanation for the current performance. I’d wager it would break during a stability test.

If you've ever used an older car with the traditional headlights, when one stopped working first thing in the morning, you'd likely hit it repeatedly. This action would shake the filament and give it another chance to reconnect. It's entirely possible this is what happened—someone might have tried a quick fix, but it's just temporary. It could last from a day to weeks or even months, but eventually it will fail again.
