Hey, I'm facing an issue with my GPU Sapphire Radeon R9 280X Dual-X OC. I can't adjust the core clock, memory clock, or voltage despite using various programs like TriXX, MSI Afterburner, and Radeon's Wattman. Changing fan speed didn't help either. The main concern is that it's running at 870Mhz while the default should be 1020Mhz, which is causing performance issues.

The card should definitely be capable of overclocking, according to theory.
It appears the BIOS version is quite old, possibly locked. This is unusual for Sapphire.
In reality, there isn’t much room for further optimization on R9 series cards.
You also have a factory-configured card available.
At its core, they’re essentially older HD7000 models that have been overclocked, with the 280X being a revised 7970GHz version, which itself was an overclocked 7970.
So in practice, you’re dealing with a highly overclocked HD7970.

The bios version is 113-5E249000-O42. My goal isn't to push it too far, but my GPU is showing poor performance. It needs to be around 1020 Mhz, not the lower 870 Mhz setting.

Found the culprit! For future reference, it was chrome with hardware acceleration and embedded videos in Discord app, who would have thought that was the cause, smh.
