I recently changed from an HDD to an SSD for my PC. I still want to keep the HDD inside without formatting it. My goal is to move the operating system to the new SSD so it becomes the boot drive, without deleting any data from the hard drive. Is there a way to transfer the OS without losing anything on the old drive?

Duplicate the HDD and move it to the SSD. Make the SSD the startup device in the BIOS settings. For profit, edit the settings to avoid copying the entire drive—there are many specialized cloning tools available for this specific task.

You can move. This refers to targeted cloning. But based on how long you've used the current version, you might have too many files in Programs Files or AppData folders. These are important if your aim is to ensure programs remain functional. For the operating system itself, I don't perceive significant advantages.
