It seems the message is about variations in chips and a clarification on a technical point. Every chip behaves differently, which might be what you're referring to. The analogy to overclocking highlights that results aren't always predictable.

You can try. There is a good chance 4.0Ghz won't need extra voltage but we cannot say for certain, there is an element of luck if you have a chip that is good or bad at overclocking. Every CPU overclocks differently.

Thank you! What software do you recommend I use to benchmark/stress test? Could you also recommend me to a good overclocking tutorial or youtube video please? Thank you

Hello! The title gives a clear idea.
About the details: I haven’t adjusted my CPU settings before. The standard voltage is 1.168v. The only changes I’ve made for overclocking are enabling XMP on my RAM to let it run at its advertised speed of 3200Mhz.
My PC:
https://pcpartpicker.com/list/3PyGnn
Can I attempt a low-overclock to 4.0 GHz without altering the stock voltage from 1.168v? (Since my turbo boost clock is 3.9GHz, I assumed an OC to 4.0Ghz wouldn’t require much adjustment.)
Thanks!
