Can you explain why your PC has low FPS despite having a good one?
I assumed upgrading from i5 9400f to i7 9700k would noticeably boost FPS, but the opposite happened. After installing a fresh Windows and running diagnostics, I still didn’t find any improvements. Here are my current specs.
I7 9700k OC 4.3ghz stable across all cores
GTX 1070 8GB Founders Edition
1TB HDD 500GB
16GB DDR4
450w Power Supply
Z390P Asus Motherboard
Cooler Master Evo Fan
Typical temperatures sit around 60°C for the CPU and 70°C for the GPU. I’ve tested every setting from low to high, but results remain unchanged. Can you assist?

Deinstall all processors via Device Manager and restart to BIOS:

Update motherboard BIOS to the newest version (download and extract, save files to USB, connect to rear USB port).

Complete all actions offline; download required files first (files mentioned above).
It’s usually wiser to uninstall existing processors before adding new ones.
Also consider upgrading your power supply—some games may experience lower FPS or stutters due to insufficient power. A 650W PSU is recommended (e.g., Corsair CV650 or RM650/x).

At 4.3GHz the CPU isn’t overclocked, giving you a good margin to boost it, which could matter if you’re playing CPU-heavy games.
You can use benchmarks like Cinebench or Heaven, and your GTX 1070 can also be overclocked. MSI Afterburner and EVGA Precision are two tools that can help improve performance.
