Hrmm It seems unclear what to enter here, perhaps disable the page file since you have sufficient RAM.
Control panel > system > advanced system settings > Under advanced > Performance > Virtual Memory > uncheck automatically manage > set no page file and restart.
Outside of that, you might need to run a RAM test.
These kinds of issues often relate to RAM, motherboard, hard drive, or power supply.
It can take time to diagnose, but in my experience, it’s usually faster to replace components.
If I were in your position and didn’t replace anything, I’d start with a bootable RAM test and check the power supply loads using a digital multimeter next.
Okay my friends. So here is what I'm going to in the next 2 days ill test what you have told me. Ill uninstall easy anti cheat I also disabled the steamaudio driver and XMP profile so ill test if its is stable now. In the mean time i have contacted corsair and they have approved my RMA request so ill be able to ship my memory to them on monday. Im doing that since all of my issues with the pc seem to be related to ram including the VGA debug error or the random restart(even if its not a ram problem ill be able to exclude it from the possibilities that way since it at cheap to replace at the moment) any other component such as ssd or psu i have the money to spare for at the moment. Ill keep you posted of what is going on, since it seems that I'm the only person on the internet with that strange behavior and hopefully this post will help someone that is experiencing the same issues. Thank you both for your time and energy. Again ill update you here on what is going on after i do the troubleshooting you have suggested.
I just gave the UPS guy my RAM, but the steps didn’t work and the stutter still happens. I read on Reddit about the Z790 and random stutters being linked to CPU parking, so maybe trying that could help. I don’t know why this is happening and it’s really frustrating.

Hello again friends, I hope you're doing well! I received a replacement RAM kit yesterday from Corsair, but it still had stutters when I booted up. I also went into the BIOS and disabled core c states; I still experienced micro stutters, though the frame drop wasn't as bad—only 2 frames instead of 10. The latency message remains the same, so I think the CPU might be the issue. I plan to return it for repair and see how it goes. If this doesn’t fix it, I’ve tried everything possible. The only aspect that stood out was your performance under load. With a 14700k and a Z790, I've only seen this level before in the 80s during benchmarking, and it starts to slow down. Most of my Elden Ring runs were in the mid to high 60s.
