Can altering a video's appearance be achieved by modifying metadata color information with MKVToolnix? Or is metadata editing in mkv mux solely intended for this purpose?

This app?
https://www.matroska.org/technical/basics.html
The left-hand column contains technical details. It might be a good starting point.
For instance (from the link):
Matroska was built with future needs in mind. It offers features such as:
Quick file searching
Chapter entries
Complete metadata (tags) support
Chooseable subtitle, audio, or video streams
Can be expanded in modules
Resilient to errors (recovers playback even with damaged streams)
Works over the internet and local networks (HTTP, CIFS, FTP, etc)
Menus (similar to DVDs have [@?DVD-Video])
Not particularly detailed or clear. More information may exist elsewhere in the document or on the website. Maybe FAQs are available.
It’s probably necessary to read the whole document to understand what is possible and what isn’t.
And even then, most of the time you’ll need to create a test setup and try it yourself.
Some solutions might be possible but would require significant time.

The most effective approach is to execute the program, modify a copy of the video file, and observe the results.
