The wraith prism could likely handle it, as it’s designed for higher performance. The stock cooler probably won’t suffice, but the wraith prism should work at around 4GHz.

For a better cooler, opt for something other than the prism. A fixed 4 GHz won't give you an overclock; even at default settings it can boost beyond that when conditions permit. You might want to enable PBO, but I'd steer clear of fixed clock overclocks on Zen 2 and later CPUs. The built-in turbo is much more effective, and any gains in one area come with trade-offs elsewhere.
