i had an dell inspiron 15 5000 that had a touchscreen but it was broken. i have some extra lcd screens for the same size that don't touch. i thought maybe i could put one of those spare ones into my laptop to see if it would work.

To fix touch issues, you'll need to use that specific panel on your laptop. This helps get both a picture out and working with your fingers. Do you mean about sticking in an extra screen or display? If so, what brand and kind do you have?

can i put a no touch screen panel instead of one on my laptop? I don't need to spend money replacing it because this computer isn't really worth upgrading right now.
