I recently attempted to switch my motherboard from M.2 NVMe to ATX, but I have two M.2 NVMe drives. The Disk 2 (boot drive) isn’t working because the Disk 1 (storage) contains the EFI system partition. I’ve tried creating an EFI partition in Disk 2, yet it still won’t boot.

I've set up a fresh EFI boot partition using this tutorial. Before that, refer to the link provided for similar steps. Note: connect only Disk 2 when proceeding with intrusions.
